Gulzar Singh, a civil engineer graduate, migrated to the United States from India in 1987 for a better future and life. He worked in the Chicagoland area in the construction industry for over 12 years and decided to start his own business.
Pan-Oceanic Engineering Co., Inc. was initially run from his home and from his bag, and his car was his field office. “For the first year, he ran the office with no help and managed field operations with his brother and two employees in the field, one truck and trailer, a skid steer loader and a roller,” said his staff. “He successfully finished that first year which gave him the encouragement he needed to keep going.”
Now, as the president and CEO, Singh has top clients including the Chicago Department of Transportation, the Chicago Park District, the Illinois Department of Transportation and other municipalities and private clients.
Pan-Oceanic Engineering Co., Inc. is a general contractor with combined knowledge of over 100 years in highway/heavy, civil construction work. The company’s specialties include installation of storm and sanitary sewer systems, water distribution, lead service replacements, streetscapes, excavation and grading, pavement demolition, concrete and asphalt paving, fence and bridgework, aggregate base and erosion control.
“The company, which started from humble beginnings, has now become a thriving enterprise,” said Singh. “Through unwavering commitment and hard work, I have had the privilege of creating more than 100 job opportunities in my industry.”

Today, Pan-Oceanic Engineering Co., Inc. stands as one of the top three underground contracts in the City of Chicago. Singh has also been an influential member of the industry, serving as president of the Underground Contractors Association and on the board of directors for the Midwest American Regional Bargaining Association.
The firm has earned the MBE Contractor Achievement Award in the Streetscape Projects category from the City of Chicago’s Department of Transportation. United Airlines also honored the company with an Outstanding Performance Award. Singh was named the Minority Contractor of the Year, too.
